Qualifications

Murphy Flats was made possible by an overlay approval by the Grand County Council. We are included in “The High Density Housing Overlay District (HDHO District)” which was designed to provide increased density by facilitating the development of new housing units used for primary residential occupancy by actively employed households.

*** UPDATE 9/15/25*** In July, the County adopted revisions to the code to expand the pool of people who can purchase HDHO units. Check out the requirements below to see if you qualify!!!


To live in the dedicated “HDHO units”, at least one adult must meet one of the following criteria:

  1. Local Employment: Works at least 24 hours per week, year-round, for a business or organization that:

    • Operates in the Local Area (Zip Code 84532 or within 75 miles of Main & Center in Moab, Utah), and

    • Requires or benefits from their physical presence in the area.

  2. Remote Employment: Works remotely at least 24 hours per week, year-round, and can show proof that:

    • The employer operates in and serves the Local Area, or

      • Requires or benefits from their physical presence in the area, or

      • Serves primarily (51% or more) Local Area clients, or

    • If the employer is not local, the person must show proof of living in the Local Area as their primary residence for the past 2 years.

  3. Disability: Is unable to meet the work requirements above due to a qualifying disability and can provide documentation to the County.

  4. Retirees or Widows/Widowers:

    • Worked as described above for 2 years before retirement, or

    • Lived in the Local Area for 5 years before retirement, or

    • Is the widow or widower of someone who met those requirements.
